Since this forum has launched, the volume of discrimination, harassment, bullying, and retaliation complaints surfacing here speaks for itself and it is staggering.

Here is the irony:

Citi has built an ‘Issues, Concerns & Complaints’ escalation tool as part of its 2020 Consent Order — ostensibly to capture these incidents and route them to the proper authorities, with defined thresholds for what is or isn’t appropriate for the Board.

Before the Consent Order, there was no way to capture such things. No visibility into patterns across the firm.

Judging by what’s on display here, there still isn’t. What gives?

What’s emerging is investigations running undercover, ensuring no formal findings are logged or discoverable.

No official finding means nothing can be subpoenaed in future employee lawsuits. Nothing easily flagged to the Board or regulators as a systemic pattern.

Building the pipeline is a technical task. Ensuring leadership acts transparently on what flows through it is a cultural one. Citi installed the plumbing but the water is still being diverted.

How telling for an institution whose CEO speaks so proudly of transformation — that ICC capture is still being quietly buried.

That’s not a statement of resignation. It’s a direct challenge to whether the institution’s leadership values risk mitigation over genuine ethical reform.

I hope it’s becoming clear to the casual reader that cultural transformation simply cannot be divorced from technical work. True success metrics account for cultural outcomes.

Building the mechanism for accountability is not the same thing as actually holding people accountable.

Otherwise all Citi is doing is hiding smoke rather than putting out the fire.
